  4. PETER is dressing a suit.


  5. PETER (V.O.): Something big is happening in the small Hong Kong. HKUST has become a space-faring university.


  6. Pausing.


  7. PETER (V.O.) (Cont'd): HKUST has successfully launched a multispectral optical satellite at the Jiuquan Satellite Launch Centre with Chang Guang Satellite Co.


  8. Pausing.


  9. PETER (V.O.) (Cont'd): The Satellite "HKUST-FYBB#1" has entered the designated orbit for operation. As Council Member, I'm attending a HKUST celebration function.

  11. PETER (V.O.) (Cont'd): From 1986-1987, while I was doing my second LLM at UCL, I took up Space Law as I wanted to master the law of spaces.

  13. PETER (V.O.) (Cont'd): After graduation, what I could only do was to give one lecture on Space Law while teaching International Law part-time.

  24. PETER (V.O.) (Cont'd): In the realm of civilian satellites, the "HKUST - FYBB#1" is the most advanced type.

  26. PETER (V.O.) (Cont'd): The spatial resolution of the remote sensing images it collects is 0.5 meters.

  28. PETER (V.O.) (Cont'd): Its swath of image is over 150 km.

  30. PETER (V.O.) (Cont'd): The collection of electromagnetic radiation information and their processing and imaging should manifest Earth trends.

  32. PETER (V.O.) (Cont'd): The project is meant to provide services for disaster management, smart city development and sustainable resource management.

  35. Opening the floor, the MODERATOR remarks that priority will be given to students.


  36. PETER (V.O.) (Cont'd): If there's dead air, I'd start the ball rolling.


  37. Sitting to Peter's left, COLLEAGUE#1 raises Peter's hand jokingly, getting the attention of the moderator, mic RUNNER#1 and COLLEAGUE#2.


  38. COLLEAGUE#2: He isn't a student!


  39. We see STUDENT#1 getting the mic from mic RUNNER#2 to ask his question.


  40. PETER (V.O.) (Cont'd): Students should like to be part of the project team.


  41. We hear Panelists remarking positively.


  42. PETER (V.O.) (Cont'd): In deploying the new capability, I wish the team to think and do something more challenging and timely.


  43. Getting the microphone at the next opportunity, Peter makes his intervention.


  44. PETER (V.O.) (Cont'd): I know my queries are difficult to answer.


  45. Experts respond with qualifications.


  46. PETER (V.O.) (Cont'd): But if we don't measure, we won't manage.


  47. It's STUDENT#2's turn.

  48. PETER (V.O.) (Cont'd): Managing change is hard. Leading change is harder.

  53. Having input the prompt: "Remote sensing of Earth by satellite" in an AI art generator in his smartphone, Peter sees a cubist image appearing.


  54. PETER (V.O.): While the value I can add in space-related stuff is small, it's big for me.


  55. Peter surfs the web.


  56. PETER (V.O.) (Cont'd): Now, I can resume my intellectual space-faring journey.


  57. After reading the texts on "Convention on Registration of Objects Launched into Outer Space 1974", Peter focuses on the footnote to the state party China.


  58. PETER (V.O.) (Cont'd): On 30 March 1978, UK declared the Convention applied to all its territories including Hong Kong whose sovereignty was transferred to China on 1 July 1997. China filed a declaration that upon the transfer, the Convention would continue to apply to Hong Kong.
