Plan B

  1. FADE IN.


  2. Act 1


  3. INT. SITTING ROOM - 08:30


  4. Opening a Rapid Antigen Test (RAT) kit, PETER takes out a swab, inserts it into his nostrils and rotates it several times.


  5. PETER (V.O.): This is an alternate way. I used to insert it into my throat.


  6. Opening a buffer extraction tube, Peter inserts the swab into it, rotates it about 10 times and lets it stand for a minute.


  7. PETER (V.O.) (Cont'd): My wife plans to support the Government's call.


  8. Peter then squeezes the swab up and puts back the tube cap.


  9. PETER (V.O.) (Cont'd): Okay, I've processed the specimen.


  10. Taking out a test cassette from a foil pouch, Peter adds 4 drops of the specimen into the sample well.


  11. PETER (V.O.) (Cont'd): I don't think I've got COVID-19. I've no Plan B.


  12. Before going to work, Peter's WIFE joins him to see only one red line on the top half of the result well.

  14. INT. STUDY - 10:30


  15. Peter reads a Quora answer request: Do you always need a plan? Why?


  16. PETER (V.O.): I need a plan as I want to achieve effectively and efficiently.


  17. Pausing.


  18. PETER (V.O.) (Cont'd): A plan is like a road map. It shows the way to get there.


  19. Pausing.


  20. PETER (V.O.) (Cont'd): Even so, few plans ever go as planned.

  21. Pausing.


  22. PETER (V.O.) (Cont'd):The time I need no plan is when I need a break ie I want to do nothing.


  23. Peter types his answer.


  24. EXT. MANAGEMENT OFFICE - 14:15


  25. Coming out with a RAT kit, Peter captures a photo of it by the lake.


  26. PETER (V.O.): I don't think COVID-19 is in the air here.


  27. Pausing.


  28. PETER (V.O.) (Cont'd): This is the third kit I've got - for my wife and me, and a maid.


  29. Pausing.


  30. PETER (V.O.) (Cont'd): Is it a good use of public funds for Government to call for a voluntary mass exercise now?


  31. Pausing.


  32. PETER (V.O.) (Cont'd): If lots of people got positive results, does Government have a Plan B?


  33. Pausing.


  34. PETER (V.O.) (Cont'd): It didn't plan when there're plans to plan before the 5th wave of COVID-19 infections.


  35. Pausing.


  36. PETER (V.O.) (Cont'd): Or if it didn't want to tell people its plan, show people the result.


  37. Pausing.


  38. PETER (V.O.) (Cont'd): It's a shame that Hong Kong has the world's highest COVID-19 fatality rate.


  39. Pausing.


  40. PETER (V.O.) (Cont'd): General words of condolences to anonymous bereaved families mean nothing.

  42. PETER (V.O.) (Cont'd): Good governance has to be really pro-people and proactive.


  43. Pausing.


  44. PETER (V.O.) (Cont'd): In mainland China, those answerable are held responsible for the consequences.

  46. PETER (V.O.) (Cont'd): In the Hong Kong SAR, governmental answerability, responsibility and accountability are evaded as a matter of course.


  47. EXT. COACH - 17:30

  49. PETER (V.O.) (Cont'd): It's justified that I should do another RAT test.


  50. INT. STUDY - 20:00


  51. The TV is on. We hear:.. those aged 60 and above can now schedule for their 4th booster dose...


  52. PETER (V.O.): Oh, I've to plan when to take it.

  54. INT. SITTING ROOM - 21:00


  55. Peter's wife chats with Peter.


  56. WIFE: We'll continue to do our RAT tests for two more days.


  57. PETER: Fine.


  58. PETER (V.O.): An objective without a plan, and more importantly, actions, is just a wish.


  59. Pausing.


  60. PETER (V.O.) (Cont'd): Life and governance can be all about how to strategize a good Plan B.
