  4. As PETER is listening to the internet radio, we hear the Beatles song "Anytime At All".

  5. PETER (V.O.): I love this lively and energetic song.


  6. We hear John Lennon's distinct voice: ...anytime at all, all you gotta to do is call and I'll be there...'


  7. PETER (V.O.) (Cont'd): The hook reflects a sense of answerability by showing up and being available for emotional support.


  8. We hear Peter singing along: If you need somebody to love, just look into my eyes; I'll be there to make you feel right...


  9. PETER (V.O.) (Cont'd): The lyrics highlight the responsibility towards the partner, emphasizing the importance of fulfilling one's role in the relationship.

  16. PETER (V.O.): I've just attended a meeting. To me, a recurrent challenge has been to navigate the concept of answerability, responsibility and accountability.

  19. A Harvard PROFESSOR is addressing the AUDIENCE including Peter (48).


  20. PROFESSOR: Explaining policies and justifications, public officers are answerable to the public...


  21. PETER (V.O.): The concept of answerability refers to the obligation or expectation of providing an explanation or justification for one's actions or decisions.

  23. PETER (V.O.) (Cont'd): It's a foundational concept, establishing the basis if one is to be held responsible or accountable for one's acts or omissions.


  24. PROFESSOR (Cont'd): Fulfilling their roles, they're responsible for their acts, ensuring they deliver on their commitments.


  25. PETER (V.O.): Responsibility is a broader concept that encompasses the idea of being answerable but goes beyond it.

  27. PETER (V.O.) (Cont'd): Responsibility implies having control or authority over a particular area or domain.

  29. PETER (V.O.) (Cont'd): Responsibility can be assigned to individuals, teams or agencies. Responsibility is a higher level of involvement and commitment than mere answerability.


  30. PROFESSOR (Cont'd): Let's not forget accountability which is the highest level of responsibility.


  31. PETER (V.O.): Accountability involves not only being answerable and responsible but also being willing to face the consequences whether they're positive or negative.

  33. PETER (V.O.) (Cont'd): I believe the visiting professor is here to advise on Hong Kong's "Accountability System".

  35. PETER (V.O.) (Cont'd): In the realm of politics, the actors often take ownership of positive consequences but not negative ones.

  37. Peter (55) and COLLEAGUES are working frantically.


  38. PETER (V.O.): A newspaper has reported that personal particulars sent to us have been divulged to the public...


  39. Pausing.


  40. PETER (V.O.) (Cont'd): While the colleague doing that is answerable, the supervisors are responsible and I'm accountable.


  41. INT. OFFICE DAY - DAY (2012)


  42. Peter (58) and COLLEAGUES are working frantically.


  43. PETER (V.O.): An employee of a contractor has done something that shouldn't be done.


  44. Pausing.


  45. PETER (V.O.) (Cont'd): While those supervising the employee are responsible and accountable, I'm accountable too.


  46. RETURN TO PRESENT


  47. PETER (V.O.) (Cont'd): In both instances, I admitted the mistakes, made apologies and promised that such incidents wouldn't happen again.

  49. PETER (V.O.) (Cont'd): I had high hopes about Hong Kong's "Accountability System" but I believe the system is still a mystery to many.

  51. INT. STUDY - CONTINUOUS

  52. Having input the prompt: "The Trio of Trust" in an AI art generator in his smartphone, Peter sees a cubist image appearing.


  53. PETER (V.O.): The trio of trust ie answerability, responsibility and accountability are interconnected and mutually reliant.

  57. PETER (V.O.) (Cont'd): A cohesive trio builds trust, fosters ethical practice and ensures the integrity of all relationships.
